 MCNARY NAMES HEAD OF INS HUMAN RESOURCES AND ADMINISTRATION
 WASHINGTON, July 15 /PRNewswire/ -- Immigration and Naturalization Service (INS) Commissioner Gene McNary announced today the appointment of Martin H. Duby as associate commissioner, human resources and administration.
 The position of associate commissioner, human resources and administration, was created as part of the INS organization approved in 1991. As head of human resources and administration, Duby will report directly to the executive associate commissioner for management and will be responsible for personnel, contracting, facilities and administrative support programs for the service.
 "INS is fortunate to have a career administrator of Martin Duby's caliber, McNary said in announcing the appointment. "He brings a long and impressive record of accomplishment, both within the federal government and in the private sector."
 Duby came to INS from the U.S. General Accounting Office (GAO), where he had been project manager for facilities modernization since 1988. From 1984 to 1988, he was the director of administration for the National Academy of Sciences in Washington.
 His administrative career in government spans more than 25 years, including senior executive positions as director, Bureau of Support Services, Health Care Financing Administration, Department of Health and Human Services; and director, Office of Budget and Management, Conservation and Renewable Energy, Department of Energy. He first came to Washington in 1967 as a contract specialist at the Naval Ordnance Laboratory in Silver Spring, Md., following two years of active duty as an Army officer and a year in his family's roofing business in Boston.
 Currently a resident of Bethesda, Md., Duby is a graduate of the University of Massachusetts (1963), where he majored in government. He also completed coursework for a master of science in administration at George Washington University.
