MCI PETITIONS MICHIGAN PUBLIC SERVICE COMMISSION TO INSTITUTE MORE
 LONG DISTANCE COMPETITION IN MICHIGAN
 MCI Telecommunications Corporation (MCI) petitioned the Michigan Public Service Commission today to institute more long distance competition in Michigan by ordering "equal access" for long distance service within five of seven of Michigan Local Access and Transport Areas (LATAs).
 The MCI petition, if granted, would allow Michigan consumers to use the long distance carrier of their choice on a 1+ basis for shorter long distance calls within the state.
 Currently long distance calls within the LATAs are automatically carried by Michigan Bell or GTE unless a special five-digit access code is entered prior to the phone number. The situation is similar to the pre-AT&T break-up days when one carrier had a dialing advantage that made effective competition difficult. In some ways competition is even more difficult in the intra-LATA market because consumers usually do not know when the special access code is necessary to escape carriage by Michigan Bell.
 The result is effective monopoly control over this substantial segment of the long distance market by Michigan Bell and GTE.
 Monopoly control means higher price and less choice. For example, MCI Friends & Family customers do not receive the 20 percent discount when they try to call Circle members within the same LATA using normal dialing.
