 MCI'S 900 ELECTION LINE SERVICE TO ALLOW BROADER PARTICIPATION
 IN CAMPAIGN FINANCING
 WASHINGTON, March 5 /PRNewswire/ -- Federal, state and local candidates have a new fundraising tool at their disposal with the announcement by MCI Communications Corporation (NASDAQ-NMS: MCIC) of a 900 service designed specifically to handle call-in contributors.
 The new MCI service, called MCI Election Line, is being offered in conjunction with VRS Billing Systems which will do the billing, collection of funds and meet the necessary reporting requirements of the Federal Elections Commission (FEC).
 MCI Election Line allows political supporters to call an MCI 900 number to gain candidate information or listen to their candidate and, at the same time, make a contribution to the campaign. The contribution is generated automatically as the price of the call and is billed directly to the caller by VRS Billing Systems. Rates for calls are determined by the campaign or candidate, typically ranging between $10 and $25. The call process captures the information necessary to fulfill FEC requirements and, at the same time, allows the candidate to build a database of supporters.
 Candidates' messages also can encourage supporters to stay in touch through future calls to get additional campaign information.
 "This is a timely service as the country launches into election contests across the nation," said Jim DeMerlis, director of MCI's 900 Business Unit. "We think this will allow millions more Americans to participate in the political process on a financial scale they can afford. In addition, MCI is offering political candidates a 'turnkey' product requiring little technical development as well as FEC-approved third-party billing."
 He added that candidate information programs must comply with MCI 900 guidelines, as well as appropriate federal and state regulations, with each calling program having a preamble that will state the cost of the call and what percentage will go to the candidate's campaign. Callers will be given the opportunity to hang up before the charges begin if they decide they do not wish to continue.
 Kevin Murphy, president of VRS Billing Systems, said the FEC approval of its billing and collection system "represents a major step forward for public involvement in political campaigns.
 "It allows campaigns to reach supporters at the grass roots level and meet all of the requirements of campaign reporting. The system we have set up will generate prompt invoices to allow the funds to flow as quickly as possible to the candidate's campaign."
