 MASTERCARD INTERNATIONAL ENACTS NEW POLICY
 PROHIBITING 900 NUMBER OFFERS OF ITS CARDS
 NEW YORK, Dec. 19 /PRNewswire/ -- Consumers considering a call to any "900" number to obtain a MasterCard card should skip the call and save their money, according to MasterCard International. Concerned with negative perceptions and the high costs of pay-per-call services, MasterCard International will be the first credit card association to prohibit the use of 900 numbers and other pay-per-call telephone exchanges in the marketing any of its cards.
 The new rule, effective Jan. 1, 1992, sends a clear message that the marketing of any MasterCard product through 900 numbers is in clear violation of the association's rules.
 Consumers usually call these numbers expecting instant approval and a credit card in the mail. Instead, what they generally receive is only a list of places where they can apply for a card -- and a charge to their phone bill that is significantly more than the value of the list.
 "We are very concerned that these pay-per-call exchanges are misleading and offer very little value to consumers," stated Alex Hart, president and chief executive officer of MasterCard International. "With many sources of credit card information available to consumers at little or no cost, we want to eliminate any possibility of disservice to the public.
 "This prohibition protects consumers by sending a clear message that marketing any MasterCard product through a 900 number is a direct violation of our rules and is not a legitimate offer for a MasterCard card," concluded Hart.
