 WASHINGTON, Jan. 3 /PRNewswire/ -- Manning, Selvage & Lee (MS&L) and Capitoline International Group, Ltd., announced an agreement to merge the Washington office of MS&L with Capitoline's Washington public affairs business effective Jan. 1, 1994, by creating a new partnership called Capitoline/MS&L.
 The partnership will be a top-tier public affairs firm in breadth of service and size in the nation's capital. Capitoline/MS&L will provide public affairs, government relations and the full range of public relations services to domestic and international clients.
 The combined firm will be owned jointly by MS&L and Capitoline. Top management will include Charles R. Pucie Jr., managing director of Capitoline, who will become managing director of Capitoline/MS&L; Joe Gleason, managing director of MS&L/Washington, who will become senior principal, managing director of public affairs of Capitoline/MS&L; and Powell Moore, senior principal, managing director of government affairs of Capitoline, who will have the same post in the partnership. Gleason will continue to serve on MS&L's U.S. Executive Committee, which Pucie will join.

 Capitoline was recently named the third "hottest" public affairs agency by Inside PR magazine.

 Clients of the partnership will include The Dairy Coalition, Exxon, AlliedSignal, the U.S. Catholic Conference, the National Association of Broadcasters and Household International.
 Pucie is an international affairs graduate of Georgetown University School of Foreign Service. After serving as an aviator in Vietnam, he held posts with Chase Manhattan Bank and Doremus & Company's Wall Street headquarters. He has been in Washington since 1973. A founder of the Capitoline business in 1991, he was, prior to that, executive vice president at Hill and Knowlton Public Affairs Worldwide.
 Gleason joined MS&L/Washington in 1984 and was named managing director in 1989. Under his leadership, the office has gained stability and strength, adding major clients like The American Insurance Association, Household International and The Dairy Coalition.
 Moore has more than 27 years of experience with the U.S. Congress and the executive branch as a government official and an adviser and representative of business interests. He has served as assistant secretary of state for legislative affairs and was a senior White House staff member under Presidents Nixon, Ford and Reagan. His White House positions included managing White House relations with the Senate. He began his Washington career in 1966 as press secretary to the late Sen. Richard Russell (D-Ga.)
 Capitoline is an affiliate of CIH, Ltd., which also owns and operates a global health care agency, Interscience Communications, which will continue to operate as an independent firm and is not a part of this merger.
