In a strategic move to enhance its core executive management team, OnSite Access, Inc. has appointed Joseph A. Basile, Jr. (photo) CEO. Basile will succeed Howard Taylor, who will continue in his role as chairman of the board of directors of OnSite Access.

According to Taylor, Basile will lead OnSite Access' day-to-day operations and implement the company's business plan and growth strategy as it continues its expansion in North America.

"Joe's appointment is in line with our ongoing objective to bolster our executive management team with the industry's top talent," said Taylor. "His impressive 18-year career in the telecommunications industry and proven track record demonstrates that he has the drive, experience and leadership qualities to steer our business through an anticipated period of substantial growth. I look forward to working closely with Joe to position OnSite Access as a building-centric communications leader."

Prior to joining OnSite Access, Basile served as the president and CEO of GST Telecommunications, where he was responsible for GST's tactical and strategic functions. In this position, Basile led the company to achieve significant revenue growth and improved EBITDA performance. Prior to that, Basile served as president and COO at GST, responsible for sales, marketing, operations, engineering, and finance.

Prior to joining GST, Basile served as COO for Cable and Wireless, where he managed all of its activities associated with voice, data, wireless and local business units. Directly responsible for profit and loss margins, Basile led the company's efforts to increase revenue and operating profits.

Basile also held executive-level positions at National Telephone Service, Inc., MCI Telecommunications, Inc. and Pacific Telephone and Telegraph.

Basile earned his MBA from Golden Gate University and his Bachelor of Science in Engineering from the United States Military Academy at West Point.

The Corcoran Group has named Jovana Simic (photo) vice president of its new health care real estate division, Corcoran Wexler Health Care Properties. Simic worked with Paul Wexler, the new division's president, for three years at their prior firm, Douglas Elliman.

An expert in this hybrid field involving marketing, leasing and purchasing at both commercial and residential buildings, Simic has 18-years of real estate expertise to draw on in her new post. Corcoran Wexler Health Care Properties is an entirely new venture for The Corcoran Group.

"More than any other firm, Corcoran is pushing the envelope with new services and new technology in real estate," said Simic. "With Corcoran's resources behind us, we will provide more responsive service to our clients, including individual practitioners, large medical groups and hospitals."

Simic was sales director at Jonathan Woodner Company from 1989 to 1996 and residential sales director at Peter Sharp & Company from 1987 to 1989. She also held similar positions at Pearce, Urstadt, Mayer & Greer and Sulzberger-Rolfe.

She attended Marymount Manhattan College, where she studied Business Management. She is a resident of Riverdale NY.

Julien J. Studley, Inc., announced the promotion of Matthew Barlow (photo) to the position of executive managing director in the firm's Mid town New York office. He previously held the position of senior managing director.

Barlow joined Studley in 1989 as a financial consultant. He has used his financial expertise to assist institutions and corporations in the strategic planning and negotiation of complex real estate transactions, including traditional leases, commercial condominiums and synthetic leases.

He represented Time Warner on its 850,000 square-foot deal at Columbus Circle and Credit Agricole Indosuez in its 130,000 square-foot lease in the Chrysler East Building. In 1999, he represented Time Inc. in one of the largest lease transactions ever, the restructuring and extension of 1.5 million square feet of space at the Time-Life Building. His other clients include Andersen Consulting, Arnold & Porter, New York State Empire Development Corporation, CMP Media Inc., Standard Chartered Bank, Tiffany & Co. and Lehman Brothers. Since joining Studley, Barlow has completed more than 250 transactions valued in the tens of billions.

Barlow regularly conducts training seminars for the firm's professionals on wide-ranging topics such as finance, portfolio advisory and value engineering. He has twice been awarded the board of director's "Excellence in Service" award.

Barlow graduated Cum Laude from the College of Engineering at Boston University with a BS in Biomedical Engineering and Finance. He is also involved in numerous New York and national charities.

Alan J. Desino (photo) has been named senior managing director of Insignia/ESG's Midtown office. The announcement was made by Joseph R. Harbert, COO of Insignia/ ESG's New York Metro Region.

Since joining Insignia/ESG in 1994, Desino has distinguished himself as a broker who understands and skillfully handles tenant rep as well as ownership assignments. His list of clients includes a number of financial, entertainment, technology and service-related companies, including Pitney Bowes, Marakon Associates, Oppenheimer & Co., Hyatt Hotels, Edison Schools, QUAD/Graphics, Banco Espanol de Credit, F. Shumacher & Company, Mexicana Airlines and AVID Technology.

In addition to his tenant representation practice, he has represented owners of properties such as The Paramount Group at 888 Seventh Avenue and KG A&A Corp. at Americas Tower (1177 Avenue of the Americas).

Prior to joining Insignia/ESG, Desino was a tenant representation specialist at Cushman & Wakefield.

Charles A. Brass (photo) has been appointed president and CEO of the New York City Housing Partnership Robert Kiley, president of the New York City Partnership and Chamber of Commerce, recently announced.

Brass will oversee the daily operations of the Housing Partnership, an affiliate of the New York City Partnership, which over the past 20 years has been responsible for the production of 18,000 new and rehabilitated homes. He also will work with business, labor, community leaders and the public sector in implementing a host of collaborative housing initiatives.

A veteran of New York City housing affairs, Brass succeeds Veronica White, who recently was promoted to the post of COO. He comes to the Partnership from the New York City Housing Development Corporation (HDC), where he most recently served as first senior vice president for Development and Policy. He has worked for HDC since 1984 in various positions. He was responsible for developing numerous programs that have financed construction or rehabilitation of more than 20,000 units of low, moderate and middle-income rental and cooperative housing.

He also is executive vice president of the Mortgage Insurance Corporation and has served on the board of directors of the Association of Local Housing Finance Agencies since 1988, including three years as president of the Association.

"We are pleased to have Charles Brass lead the Housing Partnership. His experience with New York City housing initiatives will be a tremendous asset as we press forward in rebuilding such New York City neighborhoods as the South Bronx, Harlem and Central Brooklyn through affordable housing and homeownership," said Kiley.

W&M Properties has promoted JoAnn McGrath (photo) to vice president of leasing and marketing for its suburban portfolio of Class A office properties, according to W&M executive vice president Jeffrey H. Newman.

McGrath joined W&M Properties in 1994 as director of marketing. Since then, her responsibilities have increased substantially with the expansion of W&M's suburban portfolio, which now encompasses seven office properties and close to 1.5 million square feet.

JoAnn's new title reflects our recognition of the significant contribution she has made to the leasing and marketing of space in our multi-tenanted office properties in Fairfield and Westchester Counties," says Newman. "It also is in keeping with her stature - and the respect she enjoys - in the commercial real estate marketplace."

Before joining W&M Properties, McGrath was a leasing associate with Hines Interests Limited Partnership in New York City. She holds real estate licenses in New York and Connecticut.

Active in many real estate industry organizations, McGrath serves on the board of directors of the New York City/Westchester and Fairfield Counties Chapter' of the National Association of Industrial and Office Properties (NAIOP) and on the March of Dimes' Fairfield County Real Estate Committee. She also is a member of the Real Estate Finance Association and the Westchester County Chapter of the Building Owners and Managers Association.

A graduate of King's College in Pennsylvania, McGrath currently resides with her family in South Salem, N.Y

Joel Bergstein, executive vice president of Lincoln Equities Group, announced that Robert A. Fisher (photo) has been promoted to director of Leasing. Previously, Fisher served as associate director. He joined the development company in 1997.

"It is a great pleasure to report this promotion," said Joel Bergstein. "Rob has been an important part of our continued growth and the success of Lincoln Equities Group throughout the region. We are very proud to have Rob as part of our talented team of professionals," Bergstein concluded.

During his tenure at Lincoln Equities Group, Fisher has been involved in leasing transactions of over 600,000 square feet of space in seven different Class A office properties with such prominent tenants as IBM, Nextel Communications Allstate and Morgan Stanley Dean Witter.

Rob Fisher joined Lincoln Equities Group from Newmark & Company Real Estate in Manhattan, where he served as a tenant representative. Prior to that, he spent four years as Assistant District Attorney in Kings County. Fisher began his career in real estate in 1991 working in the real estate department at the law firm of Stroock and Stroock and Lavan.

Fisher is a graduate of Brooklyn Law School and the University of Pennsylvania, and is an active member of the New York State Bar Association, NACORE, and the UJA REX division. He resides in Manhattan with his wife, Amy, and daughter, Marlie.
