MAKOWSKI APPOINTS LUCAS TO FUELS & SERVICES POST

 BOSTON, March 24, /PRNewswire/ -- Carlos A. Riva, president of J. Makowski Company (JMC), announced today the appointment of Dale A. Lucas as group senior vice president, Fuels and Services. Lucas joined the firm in 1991 as president of J. Makowski (Canada) Ltd., established to oversee the company's Canadian natural gas activities in Alberta and Western Canada.
 JMC is a Boston-based natural gas supply and electric power development. The company has project in operation, construction and development in the Northeast and is actively developing power generation projects in the Northwest and Southeast U.S. markets. The company is developing natural gas storage projects in the Northeast U.S. and in Poland, and has recently entered into a gas marketing agency agreement with BRING, a subsidiary of Brooklyn Union Gas. Makowski has also formed an alliance with Duke Energy Corp. to pursue development of electric generation opportunities in both the domestic and international markets.
 As group Senior Vice president, Lucas will be responsible for the company's fuel management services, international gas development activities, regulatory and government relations, and other service activities including Boston Energy Associates, the consulting and advisory arm of JMC.
 Lucas will continue as president of J. Makowski (Canada) Ltd. along with assuming his new position. Since March 1, 1992, JMC Canada has been contracted by the Alberta Petroleum and Marketing Commission to act as facilitator to assist the Alberta and Southern gas Co. Ltd (A&S), producers in the restructuring of their long-term supply and marketing arrangements with A&S, Pacific Gas Transmission and PGE.
 Prior to joining the makowski companies, Lucas was chairman of the Alberta Petroleum Marketing Commission in Calgary. As chairman of the APMC, he presented the Alberta Government's policy positions extensively before regulatory proceedings and in pulic fora throughout North America. For a number of years, on behalf of the Province of Alberta, Lucas has also monitored the Organization of Independent Petroleum Exporting Countries' (IPEC) meeting. He also acted as an advisor to the Alberta Minister of Energy on oil and natural gas matters.
