 BUFFALO, N.Y., Dec. 23 /PRNewswire/ -- Effective today, M&T Bank


lowered its prime lending rate from 7.50 percent to 6.50 percent. M&T is the principal subsidiary of the Buffalo-based bank holding company, First Empire State Corporation (AMEX: FES), with $8.8 billion in assets as of Sept. 30, 1991.
