Leading Article: Archer's return.

Just when things were beginning to look up for the Tories, the ghost of Christmas past returns.

Jeffrey Archer, the disgraced peer and former jailbird, whose antics over the years make even his own novels seem pedestrian, has applied to rejoin the Conservative Party.

This has been enough to send David Cameron, heir apparent to the Tory leadership, into a tailspin. Lord Archer's days as an active politician are over and he will not be rejoining the party, according to Mr Cameron.

Fine words, but it remains to be seen on what grounds exactly Lord Archer's application will be rejected?

Haven't the Tories heard of rehabilitation of offenders
