Land use review intakes for March 11, 2019.

Early assistance is sought for construction of a new bridge driveway and phased development of up to six dwelling units on an unimproved lot at the southwest corner of Southwest 25th Avenue and Beaverton-Hillsdale Highway. The applicant is Joe Lambke of Animate, and the owners are Cliff and Mirela Nelson.

Early assistance is sought for a four-story, 30-unit wood-framed apartment building at 5115 S.E. Woodstock Blvd., a site currently occupied by a single-family residence. The applicant is Mack Thames of Team Construction, and the owners are Natalie Pascale and Kyle McGuire.

Early assistance is sought for a renovation of two existing buildings to create a new single-story building at 1111 N.W. 23rd Ave. for miscellaneous retail tenants. The project would include creation of a new enlarged storefront, unreinforced masonry mitigation, upgrades of services and sprinkler additions. The applicant is Seth Garey of C.E. John Properties 71 LLC, and the owner is Doris Merrill.

Early assistance is sought for construction of two new three-story, 14-unit apartment buildings at 526 S.E. 128th Ave. The development will contain a total of eight studio units and 20 one-bedroom units. Approximately five new parking spots will be created in front of an existing house, which will remain. The applicant is Charles Green of Atelier Siletz Architecture Inc. of Berkeley, California, and the owner is Kaysone Outhayvong of Hawaii.

Early assistance is sought for rehabilitation of an existing duplex at 4931 N.E. 33rd Ave. and construction of a new mixed-use commercial building on a vacant portion of the lot. The applicant is Robert Bochsler of Box Real Estate, and the owner is Jay Hough Backstrand Revocable Living Trust.

Early assistance is sought for exterior improvements to the Hoyt Commons condominium building at 618 N.W. 12th Ave. The homeowners association would like to remove the "plant on" exterior insulation and finish system above the four-story building's brick base and replace it with a simpler, neighborhood-appropriate design. The applicant is Robert Roth of RDH Building Science Inc., and the owner is Hoyt Commons Condominiums Owners' Association.

An early assistance meeting is sought for exploration of future development options for a single-family site zoned R2 at 6221 S.W. Hood Ave. The applicant, Michael Barrett of HBx Studio Architecture, aims to maximize development of the site, which is owned by Kitson Yu.

A pre-application conference is sought for a zone change in compliance with the comprehensive plan to change the portion of a split-zone site on Northwest 24th Place, just south of Northwest Vaughn Street, from CM1 to CM2. The surface parking lot is part of the 22.45-acre former ESCO Corp. site that was purchased by a group of local developers and investors last year. The applicant is Jennifer Pittsley of owner 1535-A1 LLC, which is managed by a limited liability company registered to Warren Rosenfeld.

A pre-application conference is sought for an office addition atop the parking garage under construction as part of the Hyatt Regency Portland at the Oregon Convention Center project at 1075 N.E. Second Ave. The applicant is Eric Jacobsen of owner Prosper Portland.

A Type II adjustment procedure is pending for adjustments to the ground-floor active use standard of a new four-story mixed-use development with five residential units above ground-floor retail space at 2291 N.W. Glisan St. The applicant is Rebecca Wood of Allied Works Architecture, and the owner is BU LLC, which is registered to Robert Sacks.

A Type II design review is sought for construction of a five-story multifamily building on Lot 1 of the North Harbour development, at 1245 N. Anchor Way. The building will contain 112 residential units above a podium-level parking structure. The applicant is Charles Kidwell of Leeb Architects, and the owner is Harborsky Annex LLC, which is registered to Eugene Labunsky of Wilsonville-based West Coast Home Solutions.

A Type II design review is sought for the remodel of OnPoint Credit Union's Lloyd Center branch at 1720 N.E. Ninth Ave. The applicant is Zac Horton of Faster Permits, and the owner is TMT Lloyd Retail Inc. of San Francisco.

A Type III land division review is sought for a 26-lot subdivision with four new public streets at a 3.81-acre undeveloped parcel slightly south of Northeast Killingsworth Street stretching between Northeast 74th and 77th avenues in the Cully neighborhood. The applicant is Paul Del Vecchio of Ethos Development, and the owner is Pyco LLC.
