 LTV STEEL NAMES HIPPLE TO HEAD PURCHASING ACTIVITIES
 CLEVELAND, Nov. 2 /PRNewswire/ -- Richard J. Hipple has been named


vice president-purchasing, engineering and environmental management of the LTV Steel Company.
 In making this announcement, J. Peter Kelly, president, said, "As our company prepares to emerge from Chapter 11, it is abundantly clear that we must aggressively manage each and every cost element of our business if we are to prosper and continue as an industry leader. We must significantly improve LTV Steel's ability to effectively purchase materials, goods and services and, as a result, drive down costs. This improvement is among our highest priorities."
 Hipple, 40, joined the company in 1975 as an engineer at the company's Pittsburgh and Aliquippa works, advancing through numerous engineering positions at facilities in Ohio, Illinois and Indiana. Since 1985, he has led the company's engineering and construction activities related to extensive capital investment programs. Most recently he served as vice president-engineering and environmental management.
 "Dick Hipple has demonstrated a unique ability to initiate and manage change, and he is particularly well qualified to lead this vital effort," Kelly said.
 Hipple, who is a member of LTV Steel's Management Executive Committee, holds a bachelor's degree in civil engineering from Drexel University.
