 LOS ANGELES AREA CONSUMER PRICES UP 0.4 PERCENT IN NOVEMBER
 LOS ANGELES, Dec. 13 /PRNewswire/ -- Prices paid for goods and services purchased by consumers in the greater Los Angeles area (Los Angeles, Orange, Riverside, San Bernardino, and Ventura counties) rose 0.4 percent in November, according to the U.S. Department of Labor's Bureau of Labor Statistics. Sam Hirabayashi, the Bureau's regional commissioner, said that higher prices for groceries, shelter, transportation and medical care more than offset declines in the apparel, entertainment, residential fuels and other goods and services expenditure categories.
 The All Items, Consumer Price Index for All Urban Consumers rose to 143.5 (1982-84-100), 3.3 percent above the November 1990 level. So far this year, local area prices have risen 3.1 percent--less than half the 6.4 percent increase reported for the first 11 months of 1990. Consumer Price Index data for local areas are not seasonally adjusted.
 The cost of food and beverages rose 0.7 percent in November to a level 3.6 percent above that of a year ago. Grocery prices advanced 1.3 percent due largely to a sharp rise in fresh vegetable prices resulting from the combined effects of normal seasonal movement and supply shortages caused by the white fly infestations. The jump in fresh vegetable prices pushed the fruits and vegetables index up 7.0 percent over the month. The cost of eating away from home was up 0.2 percent for the month while prices for alcoholic beverages averaged 0.5 percent higher than October levels.
 Housing costs were up 0.3 percent over the month and 3.5 percent over the year. Shelter costs increased 0.6 percent from October primarily because of a 1.0 percent rise in homeowners' costs. Household furnishings and operation costs edged up 0.1 percent in November, but the fuels and utilities sub-index dipped 1.9 percent due to a seasonal change in the baseline allowance for home gas usage.
 Transportation costs increased 0.6 percent during the month but were down 3.8 percent for the year. Gasoline prices dropped 0.5 percent from October and ended 19.5 percent below year-ago levels. Public transportation costs, which include air fares, advanced 4.7 percent in November 1991 but were down 7.6 percent from November 1990.
 Up 7.8 percent over the year, medical care costs rose 1.3 percent during the month. Entertainment costs were down 0.7 percent from October levels but were 9.0 percent higher than November 1990 levels. A 1.6 percent over-the-month drop in the cost of personal care items led to a 0.3 percent decline in the other goods and services index. This sub-index, however, was 9.7 percent higher than that recorded during the prior November.
 Apparel and upkeep costs edged down 0.1 percent in November but were 6.6 percent above last year. The over-the-month decline was the result of a 3.6 percent drop in the cost of men's and boys' clothing. Price tags on footwear and women's and girls' apparel, however, were higher--1.3 percent and 1.6 percent, respectively.
