LOPEZ OUTLINES '93 GM PURCHASING STRATEGIES; NEW EXEC POSITIONS

 WARREN, Mich., Jan. 27 /PRNewswire/ -- GM's Worldwide Purchasing team will accelerate efforts to implement strategic insourcing initiatives in 1993, and will adopt an aggressive new approach for optimizing product quality through purchasing, according to GM's top purchasing executive.
 In support of these efforts, J.I. Lopez de Arriortua, GM vice president in charge of Worldwide Purchasing, today announced three executive appointments, effective Feb. 1:
 -- Ray C. Campbell, 51, is named to the newly created position of executive director of Worldwide Purchasing-Strategic Insourcing.
 -- Hugo Van der Auwera, 51, is named executive director of Worldwide Purchasing-Metallic, succeeding Mr. Campbell.
 -- Jeffrey C. Dickinson, 53, is named executive director of Worldwide Purchasing-Powertrain Group and Worldwide Product Quality Optimization.
 "Our team has identified these purchasing strategies as key priorities for 1993," said Mr. Lopez. "Last year, we made better-than- expected progress in implementing our global sourcing and advance purchasing concepts in North America. We will continue our aggressive effort to buy only the world's best in quality, service and price.
 "Going forward, we believe it is important to focus on strategic insourcing initiatives as a means of better using GM's resources," Mr. Lopez said. Strategic insourcing is a new sourcing approach in which GM's outside suppliers use teams of GM employees and portions of GM facilities to produce their goods or services for GM.
 "To support our commitment, we created a new executive position to provide more focused leadership in this area," Mr. Lopez said. In this newly created position, Mr. Campbell will lead Worldwide Purchasing's accelerated effort to identify and implement additional insourcing opportunities, including strategic insourcing with suppliers. Previously, he was executive director of Worldwide Purchasing-Metallic. He first joined GM in June 1964, and has held a variety of purchasing positions at GM's Chevrolet Division, Materials Management Staff, GM of Canada, and the Chevrolet-Pontiac-GM of Canada Group.
 The product quality optimization strategy will focus on obtaining, sustaining and optimizing product quality. "We want to make it absolutely clear that product quality is one of the three equally important criteria considered in all sourcing decisions," Mr. Lopez stated. "By obtaining the best quality, service and price, we are able to provide more value to our customers."
 Mr. Dickinson assumes this new product quality optimization position in addition to overseeing all purchasing activities at the Powertrain Group, succeeding Gary D. Norton, who was promoted to director of manufacturing-engines for GM Powertrain Group. Previously, Mr. Dickinson was executive director of Worldwide Purchasing, Production Control and Logistics-Electric Vehicles Group. He had been working with the Electrical Vehicles Group since September 1990. Mr. Dickinson first joined GM in November 1967 and has held various positions in manufacturing, industrial engineering, materials management, supplier quality and purchasing at GM of Canada and at GM's corporate operations.
 Mr. Van der Auwera will be responsible for all commodity purchasing activities related to metallic materials and components. Previously, he was purchasing executive in charge of metallic purchasing at GM's Adam Opel AG division of GM Europe, based in Russelsheim, Germany. Mr. Van der Auwera joined GM Continental in Antwerp, Belgium, in September 1965, and has held purchasing positions at Adam Opel and at GM's subsidiary in Zaire.
