 LOCAL 223 PROTESTS DETROIT EDISON'S MOVE TO IMPLEMENT 'FINAL OFFER'
 DEARBORN, Mich., July 23 /PRNewswire/ -- The following statement was released today by the Utility Workers Union of America Local 223:
 The Utility Workers Union of America Local 223 met with Detroit Edison (NYSE: DTE) today for the first time since July 2 when the company abruptly broke off talks and walked out of the negotiations.
 At today's meeting, Detroit Edison management announced that they would be implementing parts of their "final offer," citing that their position has not changed since their final offer was presented to the union back on June 1.
 Included in the company's final offer is cost shifting in health care benefits, not only to active Local 223 members but to all future retirees and surviving spouses; reductions in overtime premiums; and a weakened grievance procedure. Edison has made it clear throughout this process that they are unwilling to move on any of the union's concerns on job security, a general wage increase and the duration of the agreement.
 Following Edison's announcement, Local 223 President George Manoogian said that the company's bargaining stance is unreasonable and unacceptable to Local 223 members.
 "To offer us a concessionary contract after Edison made a record profit of $568 million in 1991, and was named 'Utility of the Year' by Electric Power and Light Magazine in 1991, is an outrageous insult to Local 223 members," Manoogian said. "Just who do they think built Edison into the profitable corporation it is today? Our members did, and we deserve more respect in this process than we have been given."
 The parties have agreed to meet on July 29, 1992, at the suggestion of federal and state mediators.
