 LEVINSON TO ADDRESS SUPREME SOVIET OF RUSSIAN FEDERATION
 DOVER, Del., March 20 /PRNewswire/ -- On Friday, March 27, Delaware Insurance Commissioner David N. Levinson will be the first non-Russian to address the commissions of the Supreme Soviet of the Russian Federation.
 The Moscow speech will address issues relating to the development of business laws, insurance regulation, and job-creating trade between Russia and Delaware.
 This unprecedented speech by a non-Russian to the highest law-making authority in Russia follows a recently completed two-year effort by Levinson to draft the insurance laws of Russia.
 From Feb. 15 through Feb. 26, 1992, a delegation from Russia joined with Levinson and members of the Delaware Department of Insurance to form a "joint working group" on insurance regulation. The "joint working group" worked out a final draft of a Russian insurance law using a first draft written by Levinson. The final draft has been introduced in the Supreme Soviet and is expected to become the law of Russia this month.
 While in Eastern Europe, Levinson will also meet with government officials in Latvia and Estonia. Both nations have asked for Levinson's help in drafting insurance laws. Prior to his arrival in Moscow, Levinson will participate in a trade delegation to Budapest, Hungary.
