What's on readers' minds: What began as a debate over KUGN-AM radio's relationship to the University of Oregon has broadened to encompass comments on talk radio, tolerance and the First Amendment; 11 letter-writers discussed these topics. Eight letters addressed a police raid in the Whiteaker neighborhood, and an equal number commented on the income tax surcharge proposal on the Jan. 28 ballot. Seven people wrote about the new transportation utility fee in Eugene and Springfield; none of these letters was supportive. Seven letter-writers addressed various aspects of the USA Patriot Act.
