LEAD: 1 dead, 2 hurt in Chiba tire plant blast.

CHIBA, Japan, Sept. 11 Kyodo

A furnace at a tire-recycling plant in Ichihara, Chiba Prefecture, exploded Thursday morning, killing one employee and injuring two others, one seriously, the police said.

Shuichi Tsuda died after the blast ripped through the upper part of the 15-meter-tall furnace at the Fuji Recycle plant and caused a fire that died down after two hours, the police said. Hiroyasu Keda sustained serious injuries.

Tsuda and Keda were closing a lid on the furnace when the blast occurred at 9:10 a.m., the police said.

The furnace was for melting used tires and collecting vaporized oil, according to the company.

The plant is located in a hilly, sparsely populated area, the police said.
