LARGEST IN COUNTRY: KEYSTONE HEALTH PLAN EAST TOPS 120,000 MEDICAID ENROLLEES

 PHILADELPHIA, March 1 /PRNewswire/ -- Keystone Health Plan East today announced it has topped 120,000 Medicaid enrollees, making it the largest HMO provider of Medicaid managed care services in the country.
 Keystone provides Medicaid managed care services in affiliation with Health Partners of Philadelphia and Mercy Health Plan.
 According to Allen F. Wise, president and CEO of Keystone, Medicaid managed care will gain even more national importance as President Clinton's healthcare reform agenda unfolds. "Managed care in general -- which assures access to quality, appropriate healthcare -- is a top priority on President Clinton's agenda. And, in particular, Clinton has already targeted the cost and delivery problems inherent in Medicaid programs as areas that will be addressed through healthcare reform. Medicaid spending reached $119 billion last year alone, with the federal government picking up 57 percent of the tab, and states and localities paying the rest," he said.
 Wise added that Keystone has a proven track record for high-quality, cost-effective managed care delivery for this population.

"We provide access to high-quality medical services and programs for recipients who might not otherwise have access to the healthcare system.  For example, Keystone's prenatal programs not only help pregnant women access appropriate care for their upcoming deliveries, but they also help the women establish and nurture a relationship with a pediatrician after childbirth.
 In addition, Keystone's Medicaid program includes immunization efforts that have dramatically increased the number and frequency of age-appropriate immunizations, numerous preventive health benefits and even scholarship programs. In fact, Brown says that the benefit levels provided by Keystone to Medicaid members exceed those required by the state and federal government. "These high-quality services are being provided while costs are being controlled ... with significant savings being incurred by the state," she added.
 Keystone Health Plan East, with more than 400,000 members, is the fastest growing HMO in the country, offering health care coverage in the five-county region of southeastern Pennsylvania, through a network of 61 hospitals and more than 5,000 primary care physicians and specialists. Keystone Health Plan East is a subsidiary of Independence Blue Cross and Pennsylvania Blue Shield.
