Kyrgyz State Personnel Service to develop Web 2.0 based human resource management information system, e-government 2.0.

The State Personnel Service of Kyrgyzstan said it will develop Web 2.0 based human resource management information system and e-government 2.0.The features of this governance information system were discussed at the meeting of the International Coordination Committee of Canada's FreeBalance, developer of this system, on January 16-19 in Portugal.Representatives of Kyrgyzstan, Canada, Portugal, Kosovo, Guatemala, Liberia, Mongolia, Sierra Leone, East Timor, Uganda, Antigua and Barbuda participated in the meeting. These are post-crisis countries that adopt information systems in their governance processes."Big expectations for e-government were not justified. Once used as a platform for e-government, Web 1.0 served as a modality of interaction between government agencies and enabled a broad use of websites with the purpose to access information and to deliver government services," the State Personnel Service said.In order to provide conditions for a broad dialogue between government agencies and with population, it is required to switch to e-government 2.0. Web 2.0 uses a new method for designing government information systems. The government provides information platform, while citizens receive all opportunities for analysis of data and discussion.The State Personnel Service said e-government 2.0 system will enable it to improve efficiency of management of organizational structures, to automate processes in public service, including performance assessments and reviews for public servants, etc. The information system of the treasury of the Finance Ministry of Kyrgyzstan will allow to track and control disbursement of the public budget on-line. This will expedite payments, reduce use of paper-based documentation between the central office and its divisions, and will make financial processes transparent.
