KP presents supplementary budget of Rs.26.399bn for 2014-15.

PESHAWAR -- Khyber Pakhtunkhwa Minister for Finance, Muzaffar Said advocate presented a supplementary budget of Rs.26.399 billion for financial year 2014-15 in the provincial assembly on Monday.

Giving justification of the supplementary budget the finance minister said that Article 124 of the constitution authorizes the provincial government for giving approval of the less or additional expenditure from the provincial assembly.

He said that during financial year 2014-15 the provincial government in wake of increase in salaries, payment of the arrears of pension commutation on order of the Supreme Court, gruesome incident of Army Public School and local bodies had to release additional funds.

Most of the funds provided through supplementary budget were mostly released in the approved budget of the last financial year. However, while taking into consideration technical difficulties in their utilization, it was released in shape of supplementary budget.

The total volume of revenue current expenditure for financial year 2014-15 was estimated at Rs.250 billion while in in the reviewed estimate this amount went up to Rs.255 billion. Either in different objects of some grants additional expenditure than the allocated amount was spent or new receipts were allocated for new objects within new grants. Due to such reasons, the supplementary budget of the current expenditure reached to Rs.15.942 billion.

The salient features of the supplementary budget, the finance minister said were included the supplementary release of a fund of Rs.5.786 billion in head of adhoc relief to provincial employees, which is 36% of the total current supplementary and 22% of the total supplementary.

The provincial government also released a fund of Rs.3.435 billion for treatment of the students injured in Army Public School incident, anti-polio campaign, prevention of dengue, increase in the scholarships of house officers, TMOs and Nurse students, increase in mess and dress allowance of charge nurses, provision of free angioplasty facilities and facilities and different hospitals and health centres.

An amount of Rs.40.218 million were provided to police for creation of 437 temporary vacancies while 669 additional vacancies were created for introduction of traffic warden system which cost Rs.235.616 million while another amount of Rs.352.110 million were released to police on the occasion of the local bodies polls.

In head of investment in GP fund and establishment of Economic Zone Management Development Company and investment an additional amount of Rs.1.94 billion were released while federal government provided a fund of Rs.1.7263 billion for Relief and Rehabilitation Department, which were released in shape of supplementary grant.

Similarly, another amount of Rs.1.3415 billion were released in shape of salaries and allowances to primary and secondary education, grant-in-aid to different cadet colleges, other colleges and schools and financial assistance to the heirs of employees died during service.

Handsome amounts were also released for Insaf Agriculture Loan Scheme, compensation for terrorism affected persons, pension and department of irrigation in head of salaries, allowances, maintenance and repair and electricity.

The estimated annual development budget for financial year 2014-15 was Rs.139.85 billion, which after review estimates reduced to Rs.134.737 billion, which shows a cut of Rs.5.067 billion.

However, a supplementary budget of Rs.10.456 billion was also presented, which were released by federal government for PSDP schemes or in case of some schemes the provincial government release additional funds for their timely completion or acceleration of work on them.
