KP PA passes Adhoc Lecturers Regularization Bill.

PESHAWAR -- The provincial assembly of Khyber Pakhtunkhwa Monday passed Regularization of Services of Adhoc Lecturers Bill, 2014 to regularize the services of the adhoc lecturers appointed on November 4, 2010 and working in various colleges of the province.

It was a private member bill introduced by Syed Muzaffar Said advocate of JI.

Under the bill all the lecturers who are appointed on the 4.11.2010 on adhoc basis, working in the Higher Education Department and holding that post till now, after the passage of the Bill into Act and its commencement would be deemed to have been validly appointed on regular basis on the same qualification and experience for a regular post.

For the determination of the seniority, the employees whose services are regularized under the Act would rank junior to all those belonging to same service or cadre, as the case may be, who are in service on commencement of the Act, and would also rank junior to such other persons, if in pursuance of the recommendation of the commission made before the commencement, to be appointed to the respective service of cadre, irrespective of their actual date of joining the service.

The inter-sc-seniority of the lecturers whose services are regularized under the Act would be determined on the basis of their continuous officiating in service. Provided that if the date of continuous officiating in the case of two or more employees is the same, the employee older in age, would rank senior to the younger one.

Meanwhile, the house agreed on the constitution of a 10-member select parliamentary committee for review Zakat Act 2011 and recommend amendments in the legislation.

The 10-member committee will be comprised of 5 parliamentary leaders of the opposition parties and 5 from treasury benches to be selected by the chief minister, who will chair it.

Similarly, The Khyber Pakhtunkhwa Prohibition of Usurious Loans Bill, 2014, Khyber Pakhtunkhwa Registration (Amendment) Bill 2014, Khyber Pakhtunkhwa Land Revenue (Amendment) Bill, 2014 and Provincial Motor Vehicle (Khyber Pakhtunkhwa) (Amendment) Bill, 2014 were also presented in the provincial assembly while The Khyber Pakhtunkhwa Sensitive and Vulnerable Establishment and Places (Security) Bill, 2014 was referred to a select committee of the house.
