KOSOVO ESDP MISSION.

The Committee of Permanent Representatives (Coreper) formally approved, on 1 February, the joint action and the concept of operations (Conops) of the ESDP police and justice mission in Kosovo (see Europolitics 3452). The documents will be approved without debate at a forthcoming Council of Ministers, following their approval in principle by the External Relations Council on 28 January. The agreement will allow for the finalisation of the recruitment and force generation process already under way, the arrival of the first reinforcements and the formal conclusion of the agreements required with the Kosovar authorities. The operation plan (OpPlan) and the launch decision will then simply have to be formally approved. (NGV)
