Leicester lock Johnson and his World Cup second-row partner Danny Grewcock have an opportunity to press selection claims ahead of England's Six Nations finale against Scotland on April 2.
Both have been sidelined through injury, Johnson suffering an Achilles problem and then concussion, while Saracens forward Grewcock underwent groin surgery in January.
Like Johnson, he has just returned to Premiership action.
Elsewhere in the pack, Bath hooker Andy Long takes over from his club colleague Mark Regan while Wasps prop Will Green replaces Julian White.
Regan and White are part of the senior England party in Rome this weekend.
