Japan,Vietnam : Japan helps Vietnam improve its patent assessment capacity.

The Japanese Patent Office (JPO) will help the National Office of Intellectual Property in Vietnam to improve its capacity to handle industrial property applications.

This is one of the contents at the working session of the Missions of Intellectual Property Office (IPR) headed by Director Dinh Huu Phi to JPO on 22/02/2018 in Tokyo, Japan. Ms. Naoko Munakata - General Director of JPO, Mr. Kunihiko Shimano - Deputy General Director of JPO and other functional units of JPO welcomed and worked with the delegation.

Speaking at the meeting, Mr. Dinh Huu Phi said that Vietnam's IP system benefited from effective assistance from the WIPO-Japan Trust Fund, through which capacity, as well as information technology infrastructure Information of the Department of Intellectual Property has been gradually improved and improved, helping the NOIP in particular and the IP system in general to operate more effectively. In particular, generations of officials working in the field of IPR have been trained under the auspices of the Fund. On this occasion, the Director requested the JPO to further support the Project to improve the capacity of the NOIP in processing IPRs through the Japan International Cooperation Agency (JICA) IPC data through WIPO Trust Fund - Japan.

Highly appreciated the results of the cooperation between the two agencies through the bilateral cooperation channel and multilateral forums such as ASEAN, WIPO, etc. Naoko Munakata has endorsed the establishment of a joint working group between the two Agency to discuss cooperation programs on rapid appraisal of patent applications, human resource development and quality management of patent assessment.

Ms. Naoko Munakata also expressed her support for the proposal for a project to improve the overall capacity of the NOIP to handle IP applications and said that it would send experts to work with the Department to discuss local issues. Before submitting to the Government of Japan for consideration and approval. Regarding the recovery of IP data, JPO will actively work with WIPO and its related partners to support the NOIP as soon as possible.

Immediately after the meeting, the signing ceremony of the cooperation agreement between the National Office of Intellectual Property of Vietnam and the Japanese Patent Office took place. According to the signed document, the JPO will assist the NOIP in finalizing the IPR policy to improve the effectiveness of protection and exploitation of intellectual property; upgrading the capacity of appraising IPC; speeding up the process of automating the single management system of SHCN; raise public awareness and develop human resources as well as promote collaborative work sharing programs.
