JUDGE'S ORDER ON NAFTA AND ENVIRONMENT REFLECTS MISPLACED FEARS, ARTICLE SAYS

 DALLAS, July 1 /PRNewswire/ -- A federal judge's order yesterday that the Clinton administration must conduct an extensive environmental assessment of the proposed North American Free Trade Agreement (NAFTA) with Mexico and Canada has jeopardized approval of the agreement. But in an article in the summer issue of Issues in Science and Technology, Emory University political scientist Robert Pastor argues that environmentalists' fears about NAFTA are largely misplaced. Pastor makes a compelling case that NAFTA has already led to significant environmental progress in Mexico, and that much more can be expected if the trade pact is approved.
 Pastor, the director of the Latin American and Caribbean program at Emory's Carter Center, writes that solving the principal environmental problem in U.S.-Mexican relations--border pollution--will require international cooperation, whether or not NAFTA is approved. And he makes specific recommendations on the steps that the United States can take to reconcile environmental and other goals.
