 JOINT RECOMMENDATION ANNOUNCED
 TO HELP CEI CUSTOMERS REDUCE ELECTRIC BILLS
 CLEVELAND, Nov. 5 /PRNewswire/ -- Customers of the Cleveland Electric Illuminating Company (CEI) will share in the benefits of $35-40 million in programs designed to help them reduce their monthly electric bills, if the Public Utilities Commission of Ohio (PUCO) approves a joint recommendation filed this week.
 The programs, known collectively as demand-side management, would provide customers with information, equipment and other incentives to use electricity more efficiently. Such programs help delay the need for new power plants and help customers reduce their monthly electric bills. Additionally, as new power plants are delayed, so are new impacts on the environment.
 The demand-side programs, to be implemented over the next three years, would result from a joint recommendation between CEI's parent company, Centerior Energy, and five organizations representing consumer and environmental interests. They are: the Office of Consumers' Counsel, the Sierra Club, the City of Cleveland, Greater Cleveland Welfare Rights Organization, and Industrial Energy Consumers.
 The recommendation was filed as part of a PUCO hearing on Centerior's 1992 Long-Term Forecast Report and Environmental Compliance Plan.
 As stated in the joint recommendation, Centerior will work with several customer organizations to develop demand-side management programs and an improved mechanism allowing Centerior full economic recovery of program costs.
 According to the recommendation, CEI and Centerior's other operating utility, Toledo Edison, will allocate a total of $35 million to demand- side programs over the years 1993, 1994, and 1995. This includes the companies' $20 million commitment to energy efficiency programs under the Rate Stabilization Program approved by the PUCO on Oct. 22. The companies will allocate an additional $5 million in 1995 if a cost recovery mechanism acceptable to Centerior is in place.

"We are equally gratified to demonstrate once again the value and benefit of cooperative efforts between utilities and customers."
 If approved, the joint recommendation paves the way for Centerior to begin implementation of its plans to comply with Phase I of the Clean Air Act Amendments of 1990. The company's flexible strategy provides for the use of low-sulfur coal, demand-side management programs and emission allowance credits to help keep down compliance costs. For CEI customers, this strategy represents a rate increase of only 1-2 percent in the late 1990s.
 In October, CEI announced a rate stabilization program developed in conjunction with some of the same customer groups. Approved by the PUCO on Oct. 22, the Rate Stabilization Program freezes electric rates through 1995 and limits any increases from 1996 through 1998. The rate freeze applies to all of CEI's 750,000 customers.
