 JEFFERSON COUNTY EMPLOYER, WORKERS EARN COOPERATION AWARD
 BROCKWAY, Pa., July 29 /PRNewswire/ -- Labor and Industry Secretary Tom Foley today presented the Governor's Award for Labor-Management Cooperation to the workers and managers of Owens-Brockway Glass Containers for their work in setting "quality and safety records which far surpass industry standards."
 On behalf of Gov. Robert P. Casey, Foley presented the award to John Tynan and Phil Shafer, industrial relations directors of the four local Owens-Brockway plants; Frank Genevro, president of Local 71 of the American Flint Glass Workers; Arlene Becker, president of Local 110 of the Glass Moulders and Pottery Workers; and Kevin Bundy, president of Local 28 of the Glass Moulders and Pottery Workers.
 "Gov. Casey has said that a strong labor-management partnership is the best response to the challenges and opportunities of a tough economic climate," Foley said.
 "The workers and managers at Owens-Brockway work together to keep production up while implementing health and safety programs that are keeping a lid of the costs of health care and workers' compensation."
 Foley explained that to offer comprehensive health care coverage at an affordable cost, company and union leadership meet with area doctors and hospitals to discuss procedures and costs.
 Foley also praised a workers' compensation program that focuses on getting the employee back to work.
 Foley described Owens-Brockway as a true partnership, as 70 percent of the workforce now own stock in the company.
 Owens-Brockway Glass Containers, a unit of Owens-Illinois, manufactures containers for chemicals, food and beverages. Four local plants employ 1,600 workers from Jefferson, Clearfield and Elk counties.
 Foley credited the company's labor-management committee, which has met regularly for the past 22 years, for playing a key role in solving operational and personnel problems. He noted that the company's joint charity committee's efforts have meant contributions of more than $20,000 to local organizations.
 Foley also commended a joint effort to educate the public on glass recycling. Sixteen tons of recyclable glass products were collected in this year's drive.
 Foley toured the plant following the presentation.
