 WHO ARE DEAF OR HARD-OF-HEARING
 PARSIPPANY, N.J., July 8 /PRNewswire/ -- J. C. Penney Company, Inc. is the first national catalog retailer to offer AT&T equipment that helps consumers who are deaf or hard-of-hearing communicate by telephone.
 The JCPenney Fall/Winter catalog features AT&T Telecommunications Devices for the Deaf (TDDs), which make it possible to type messages back and forth over telephone lines. Manufactured to AT&T Bell Laboratories design and quality standards, AT&T TDDs range from a simple, easy-to-use portable model that fits in a briefcase to one that is a combination telephone, printer, answering machine and personal directory.
 In addition, the JCPenney catalog features AT&T devices that amplify voices on the phone or in the same room, and a device that signals when the phone is ringing. The catalog also offers a decoder for closed- caption television programming.
 "During the past 90 years of our country's growth, JCPenney has consistently transformed itself to meet the evolving needs of the American consumer," said Ralph W. LaRovere, divisional vice president and director of merchandising of the JCPenney home and leisure division, "and we want to help them keep in touch as well, by providing both standard and specialized telephone equipment."
 "There are over 20 million Americans with some degree of hearing loss," said Gracie Coleman, manager of AT&T's accessible communications products. "We are pleased to add the JCPenney catalog to the list of convenient ways for people to purchase the equipment to make telephones accessible."
 In addition to the convenience of catalog shopping, JCPenney offers the option of purchasing TDDs through a major purchase charge, and AT&T provides replacements within seven days so that TDD users don't have to wait for a broken unit to be repaired.
