JCPENNEY ANNOUNCES ORGANIZATIONAL CHANGES AND NEW OFFICER APPOINTMENTS

 PLANO, Texas, April 15 /PRNewswire/ -- William R. Howell, chairman of the board of J.C. Penney Company, Inc. (NYSE: JCP) announced today organizational changes and new officer appointments elected by the board of directors.
 W. Barger Tygart, senior executive vice president and director of merchandising, quality assurance, and distribution becomes director of merchandising and support operations, effective May 1. In addition to those who currently report to him, James C. Schwaninger, vice president and director of government relations, will now report to Mr. Tygart. Mr. Schwaninger currently reports to Richard T. Erickson, executive vice president and director of personnel and administration, who is retiring after a 37-year career with the company.
 Gale Duff-Bloom, senior vice president and associate director of merchandising, has been elected executive vice president and director of administration, effective May 1, reporting to James E. Oesterreicher, president of JCPenney stores and catalog.
 Jay F. Hundley, assistant director of personnel on special assignment, has been elected vice president and director of personnel, reporting to Ms. Duff-Bloom. Mary A. Rostad, assistant director of personnel; Bruce A. Hill, assistant director of personnel; and Donald M. Rose, personnel relations director, have been elected divisional vice presidents, reporting to Mr. Hundley. Also reporting to Ms. Duff-Bloom will be administrative services, public affairs, publicity and special events, and corporate public relations.
 Charles R. Lotter, senior vice president and secretary and general counsel, has been elected an executive vice president, effective May 1. In addition to his legal department responsibilities, the auditing and loss prevention departments will report to Mr. Lotter. Howard J. Johnson, manager of auditing, has been elected vice president and director of auditing, succeeding Charles L. Brown, who is retiring after a 26-year career with the company.
 Marilee J. Cumming, vice president and director of merchandising, women's division, has been elected president of the home and leisure division, effective June 1. She succeeds James J. Kennedy, who is retiring after a 33-year career with JCPenney.
 N. Tice Siegel, Jr., vice president and director of merchandising on special assignment, has been elected president of the children's division, effective June 1. He succeeds Henry H. Scott, who is retiring after a 37-year career with the company. Louis Lynn, director of the shoe group, has been elected a divisional vice president, reporting to Mr. Siegel.
 Randy S. Ronning, divisional vice president and director of merchandising, men's division, has been elected vice president and associate director of merchandising, effective May 1. He succeeds Ms. Duff-Bloom in this assignment and reports to Mr. Tygart. Reporting to Mr. Ronning will be merchandising services, custom decorating, merchandising personnel, sports marketing, and minority supplier development. Jack Fleischer was elected a divisional vice president, effective June 1, succeeding Mr. Ronning.
 Lucinda C. Sapienza, divisional vice president and director of merchandising, children's division, was named divisional vice president and director of merchandising, women's apparel, succeeding Ms. Cumming in this assignment, effective June 1. Chris Sears, vice president and executive assistant to the chairman, will have responsibility for JPCenney air operations, effective May 1. John Fesperman, director of insurance, was elected a JCPenney vice president, effective May 1.
