JCPENNEY ANNOUNCES ORGANIZATION CHANGES AND NEW OFFICE OF THE CHAIRMAN
 DALLAS, April 7 /PRNewswire/ -- The board of directors of J. C. Penney Company, Inc. (NYSE: JCP), has elected James E. Oesterreicher president of JCPenney stores and catalog; W. Barger Tygart senior executive vice president and director of merchandising, quality assurance, and distribution; John T. Cody Jr. executive vice president and director of JCPenney stores; Thomas D. Hutchens executive vice president and director of merchandising; and J. Ray Pierce president of the men's division, it was announced today by William R. Howell, chairman of the board. The elections are effective June 1, 1992.
 At the same time, Howell paid tribute to Robert B. Gill, vice chairman and chief operating officer of JCPenney stores and catalog, who is retiring on June 1 after a 39-year career with the company. "Bob has had a long and outstanding career with a broad range of assignments," Howell said.
 A new office of the chairman will include Howell, Oesterreicher, Tygart, executive vice president and chief financial officer Robert E. Northam, and executive vice president and director of support services Terry S. Prindiville.
 Oesterreicher, who joined the company in 1964 as a management trainee in Lansing, Mich., and is currently executive vice president and director of JCPenney stores, will report to W. R. Howell. Tygart, who joined the company in 1960 as a trainee in Little Rock, Ark., and is currently executive vice president and director of merchandising, will report to Oesterreicher. Cody, who joined the company in 1964 as a management trainee in Indianapolis and is currently senior vice president and director of real estate, construction services, and specialty retailing, will succeed and report to Oesterreicher. Hutchens, who joined the company in 1961 as a trainee in Jacksonville, Fla., and is currently president of the men's division, will report to Tygart. Pierce, who joined the company in 1965 as a trainee in Cincinnati, and is currently vice president and director of merchandising of the men's division, will succeed and report to Hutchens.
