Lane closures allow the Illinois Tollway to perform maintenance and provide improvements to the Tollway infrastructure in a safe and efficient manner. Before the introduction of the Lane Closure Application, lane closures were handled in a time consuming, labor intensive, paper-based process. The Lane Closure Application offers a Geographic Information System based system to manage lane closures. The Application provides spatially based analysis and approval of requested lane closures within the Illinois Tollway. In addition, the Lane Closure Application distributes the workload for closure approvals.

C. SYSTEM DESIGN

1. What motivated the system development?

Prior to the Lane Closure Application's introduction, the Tollway's analysis and approval procedures were paper-based in their nature. Requests were submitted with a written form directly, or via fax. The viability of a lane closure was then determined by a single, knowledgeable individual. This individual's detailed knowledge of the Tollway system served as the primary means of lane closure analysis and approval. The system worked well, but there was obvious room for improvement. Various systems at the Tollway had been markedly improved through GIS integration, including the American Council of Engineering Companies of Illinois award winning I-Plans document management system. Lane closure request analysis and approval seemed to be another system that could benefit through the use of a GIS.

The automation and spatial analysis of the lane closure system was motivated by three factors: The need to manage a larger number of closures (due to Illinois Open Road Tolling Projects), the desire to distribute the workload among Tollway personnel, and the need to create a system with fewer limitations of request submission requirements.

2. What special service or services was the system intended to improve?

The Lane Closure Application improved or introduced the following services:

Closure request process

The lane closure request process was dramatically improved. Prior to the Lane Closure Application's introduction, lane closures were submitted daily, no matter how long the closure was scheduled to last. Each closure was then approved, re-approved or denied. This required extensive, repetitive work for extended closures. Planning was also difficult for those whose work was conducted in or near the closed lanes; the possibility existed that a closure would be denied. The Lane Closure Application now allows for requests to be submitted up to one week in advance and to run for multiple days.

Analysis capabilities

The GIS basis of the Lane Closure Application allows the system to automatically analyze requested closures for both feasibility and traffic impact associated with ADT volumes and possible conflicts for special events (such as major summer events in the Chicago region). The system will allow Tollway personnel to flag closures that would pose a significant traffic flow problem. Personnel can place flags through an interactive map interface. The application will immediately deny the flagged impending closures.

Distribution of closure information

The Lane Closure Application is capable of e-mailing a list of closures to an approved group of internal Tollway personnel, police departments and members of the media. The updated lane closure information is also posted to the Tollway's automated Traffic Information Management Staff (TIMS) for use in traffic management and monitoring operations. The application provides Internal Tollway staff access to real-time mapping of closures and approved closure reports.

Potential public access to closure information

The Lane Closure Application was designed to allow closure information to be easily accessible from a public website. When all closures for the day have been approved, an XML document is generated. The XML document can be easily published on a website or as an RSS stream. The Tollway has plans to utilize this information to make a public lane closure website operational during Phase 2 of the project this summer.

3. What, if any, unexpected benefits did you achieve?

Tollway maintenance staff members are able to use the Lane Closure Application to submit their own closures. The map-based submittal form helped maintenance staff to perform their own pre-request analyses. Staff members were able to visualize and then modify closure requests to make them acceptable based on lane configuration, as well as other lane closures, prior to formally submitting them for review, saving time and providing a more accurate request.

4. What system design problems were encountered?

Web-based functionality was designed to allow for external access to closure information, and to allow contractors to request lane closures for construction work. However, the Illinois Tollway does not have external hosting capabilities, and therefore the site was not made available to the general public.

5. What differentiates this system from other similar systems?

The Lane Closure Application is unique in its ability to combine mapping and analysis to provide a spatial view component for approval decisions of requested closure approvals. In addition, the Lane Closure Application distributes the workload for closure approvals. The tasks of requesting closures, approving closures, publication of closure details and data entry have been dispersed from one very busy individual to fifteen system users. The new group of users ensures that lane closures occur quickly, with real-time analysis of the closure impact.

IMPLEMENTATION

1. What phases did you go through in developing the system?

2. Were there any modifications to the original system design? Why? What?

After initial user testing, the Lane Administration interface was changed from a purely text-based system to a text and graphic-based system. The number of lanes, their direction, and the proposed closure are displayed in a graphic accompanying the Lane Administration menu.

Tollway operations staff members are assigned roles within the application based upon authority to request, monitor, and approve or deny lane closures. Tollway staff use their current user names and permissions within the Tollway's Windows security system via Active Directory Services (ADS). The application does not require a user sign-on page to access the system, but simply allows Tollway staff to access the application and complete work within the tool based upon roles assigned in ADS. Based upon these roles, users see certain information within the application and can make changes or query the status of a closure.

ORGANIZATION IMPACT

1. What user community does the system serve and how?

The Lane Closure Application serves the following communities:

* Lane Closure Management Personnel--Those responsible for approving lane closures now have a web-based tool that provides access to more information and a visual representation of requested closures. These features allow for more immediate, in-depth analysis of each request.

* Maintenance staff--Maintenance staff now have the ability to manage their own closure requests.

* Tollway internal staff and Traffic Information Management Staff (TIMS) Tollway employees can easily access the Lane Closure Application to review closures. Internal staff also receives e-mail detailing all closures.

* The police and media--Both groups receive lane closure e-mail bulletins.

2. What are the ultimate decisions/operations/services being affected? If appropriate, provide a few examples including, but not limited to: screen input/output forms, paper products, or other descriptive graphics.

There are a large number of process decisions, operations, and services that are being affected by the implementation of the Lane Closure Application.

The process of creating the daily temporary and long-term closure report that is e-mailed and posted on the Tollway website has been completely provided within the application. Also, the decision to produce the report has been affected by allowing the dispersion of the approval process, the visualization in a map (lane level) of requested closures, and the ability to view current events and ADT data when submitting or approving a closure. (Please see Appendix C for an example of Lane Closure Report and Figure 3 for a list of closures and Figure 4 for an example of the approved closure map)

The Lane Closure Application has been set up to automate the process of retrieving the closure report and inserting the information as new events into the TIMS system through an XML output.

The operation of requesting a closure has been automated such that an internal Tollway user can enter a lane closure without being constrained to the XML output following day. Users can select from an existing closure for a new request in addition to requesting the same closure over multiple days. (Please see Appendix D for the Lane Closure Request Guide and Figure 5 for the lane closure request menu)

3. What were the quantitative and qualitative impacts of the system?

The impacts of the lane closure system are shown in two major areas:

* Greater depth of analysis allows for improved closure approval leading to increased roadway safety

* The distributed web-based system allows for productivity gains in the form of reduced staff time for the approval request process

The greater depth of analysis of lane closure approvals allows the Tollway to make more accurate decisions to limit non-effective closures. Allowing closures that are spaced too closely together, at the wrong time of day, or independent from information on other existing closures and events can cause major traffic flow problems. The Lane Closure Application provides tools to limit these improper closures. Decreased traffic flow problems results in the increase of traffic safety for the driving public. Safety is the largest goal of the Illinois Tollway; by decreasing traffic congestion, the Lane Closure application is helping to achieve this goal.

The productivity gains from the Lane Closure application are seen in the form of reduced time required for the approval process. The lane closure report originally took until about 2:00 or 3:00 pm to create on a normal weekday. Using the Lane Closure Application, the lane closure report can be created before 10:00 am. The maintenance staff and Project Coordination Liason (PCL) can now request Open Road Tollway closures (35% of total lane closures) more than a day in advance, allowing the staff to request an entire week of closures in consecutive operations instead of making the same request daily. This can save the PCL and Maintenance staff (a total of 44 individuals) from 2 to 4 hours a week.

4. What effect has the system had on productivity?

The productivity of Tollway staff has greatly improved as a result of the application. Before the introduction of the Lane Closure Application, details regarding closures were determined, transcribed, disseminated via mail or fax, and, in some cases, transcribed again. The Lane Closure Application produces closure information in digital format, removing the need for transcription, and disseminated automatically.

As an additional benefit, the Lane Closure Application provides immediate feedback regarding requested closures. Such feedback allows for project planning based on closure approvals to begin immediately. Affected staff no longer must wait to make sure that their closure is approved.

5. What, if any, other impacts has the system had?

The Lane Closure Application Empowers Tollway staff to have a role in lane closure operations including the maintenance department that had limited roles with regard to this issue.

The Lane Closure Application continues to further disseminate GIS technology throughout the Tollway's operations. This project is another example of GIS addressing a real world problem in a comprehensive manner.

6. How did the system change the way business is conducted with and/or service delivered to clients? Give specific examples comparing the old way with the new.

The Lane Closure Application was able to change the way the Tollway distributes closure approvals, and created more stringent rule-based policies on summiting closure requests. Now, requests can be submitted remotely, when in the past paper forms had to be hand-delivered to a specific individual at the Tollway main office.

SYSTEM RESOURCES

1. What are the system's primary hardware components? Give a brief list or description of the hardware configuration supporting the system.

The application uses a separate ArcGIS Server configuration using a SQL Server cluster for a backend database and for holding the ArcSDE data repository. The application currently does not reach outside of the Tollway's firewall via the Internet.

The application uses ESRI ArcGIS Server as the primary platform for the application code. ArcSDE was also used to manage the GIS data layers required for the application.

3. What data does the system work with? List and briefly describe the database(s).

The application uses the Tollway's ArcSDE data repository for all GIS data layers. The lane closures use event layers to map current existing and proposed lane closures based upon the current roadway configurations (number of lanes at each mile maker, toll plazas and highway ramp location, etc.). The application also uses a SQL Server database to maintain other required business data associated with the application, including ADT data and special event tracking.

4. What staff resources were required to implement the system (i.e., report approximate staff and consultant time as FTE's)?

Implementation of the Lane Closure Application required 0.5 FTE's.
