ITT HARTFORD REDUCES TEXAS WORKERS' COMP. RATES BY AN AVERAGE OF 16.2 PERCENT

 HARTFORD, Conn., Sept. 15 /PRNewswire/ -- ITT Hartford Insurance Group is reducing the rates it charges Texas Workers' Compensation customers by an average of 16.2 percent compared with 1991 levels.
 This is the third rate reduction ITT Hartford has filed in Texas since August 1992 as a result of business improvements from the state's Senate Bill 1.
 The new rates were filed today and become effective Oct. 1 for all six of the ITT Hartford companies licensed to write Worker's Compensation insurance in the state.
 "These rates reflect continuing improvement in the Workers' Compensation line of business as a result of Texas Senate Bill 1 reforms," said Glenn Damstra, general manager of ITT Hartford's Texas regional office. "State legislative reform has allowed us to provide Texas workers with more coverage, and to charge employers less."
 The rate reduction also results from a number of cost-containment measures initiated by ITT Hartford, including the company's "Return-To- Work" program that promotes faster return to full or modified employment, its Special Investigative Units that uncover and reduce claim fraud, and its new Premium Fraud unit that helps detect under- reporting of employees for Workers' Compensation insurance, added Mike Swan, ITT Hartford's director, Workers' Compensation.
 ITT Hartford is the sixth largest Workers' Compensation insurer in Texas, writing 6.6 percent of the state's voluntary and involuntary business. In 1992 the company wrote $156.7 million in Workers' Compensation premiums in the state under the following companies: Hartford Casualty, Hartford Accident and Indemnity, Hartford Fire, Hartford Underwriters, Hartford of the Midwest and Twin City.
