 DALLAS, Nov. 20 /PRNewswire/ -- The IRS receives over a billion


tax information documents each year and matches over 90 percent of those against individual tax returns.
 In the IRS matching program, taxpayer information documents such as 1099 Interest Earnings Statements are compared by computers with the actual amount reported on individual tax returns.
 When a mismatch is detected, it is referred to a person who double checks the return. If appropriate, a letter is sent instructing the taxpayer to send proof that information on the return was correct or pay the additional tax assessed.
 When the matching program turns up any apparent overpayment of taxes, the taxpayer is contacted only if additional information is needed to determine if he or she is due a tax refund. If required documents, such as Form W-2, are attached to substantiate withholding, the IRS issues a tax refund without contacting the taxpayer.
 The matching program usually lags behind about a year or more. In 1989, the IRS contacted over 4 million taxpayers because of discrepancies between filed returns and information sent from banks, brokers and other sources. Another 3 million taxpayers were contacted to determine why they had not filed a tax return.
