IRAQ - Aug. 2 - Annan Casts Doubt On Resumption Of Arms Inspections.

UN Sec-Gen. Kofi Annan says FM Sabri's offer to hold talks in Baghdad with UN chief weapons inspector Hans Blix remains "at variance" with and fails to address long-standing UN Security Council demands for unfettered inspections. Annan's remarks cast fresh doubts on the prospect for the resumption of the inspections. It also reflects mounting concern among UN officials and diplomats that Baghdad might be using the negotiations as a ploy to delay US military action and to drive a wedge in the Security Council.
