 INTERPROVINCIAL PIPE LINE AND ULTRAMAR ANNOUNCE NEW PIPELINE
 EDMONTON, Alberta, Nov. 27 /PRNewswire/ -- Interprovincial Pipe Line Inc. and Ultramar Canada Inc. jointly announced today they have entered into an agreement with the intention of constructing a pipeline between St. Romuald, near Quebec City, and Montreal East.
 Interprovincial expects to complete a project plan by February 1992, followed by the filing of an application with Quebec regulatory authorities.
 The pipeline would deliver to Montreal consumers, gasoline, heating oil and other products refined at Ultramar's refinery at St. Romuald. These products are now delivered to the Montreal area by marine transport.
 "This project reflects Ultramar's commitment to the highest standards of safety with full regard for the environment," said Zav Patel, Ultramar's senior vice president of Supply and Refinery Sales. "Furthermore, from a cost perspective, future marine transport rates are expected to rise more sharply than will pipeline operating costs, and pipeline costs are more predictable over the long term," explained Patel.
 The new pipeline, capable of transporting more than 40,000 barrels per day of liquid hydrocarbons, would be constructed, owned and operated by Interprovincial, but its total capacity would be dedicated to service for Ultramar. "Pipelines have proven to be the safest method of transporting petroleum over land," said Pat Daniel, IPL's vice president of Planning. "So this project is not only economically wise, but it is attractive for its safety and environmental features as well."
 If regulatory approval is received and the project continues to be economically viable, construction will begin in 1993. The line could then be in service by the beginning of 1994.
 The cost of building the 253-kilometre line is estimated at more than $110 million. During the four-month construction period, the project will generate approximately 62,000 person-days of employment. About 20 people will be employed full time by ongoing operations of the line.
 Interprovincial Pipe Line owns and operates the world's longest petroleum pipeline, extending 2,300 miles across North America from Norman Wells, Northwest Territories, to Montreal, Quebec. The Interprovincial system transports approximately 1.4 million barrels per day of crude oil and other liquid hydrocarbons, and provides the vital transportation link required to move liquid petroleum resources from oil-producing areas of Western Canada to refining centres and markets in Eastern Canada and the Midwestern United States.
