INTERNATIONAL TOTALIZATOR SYSTEMS TO INSTALL AND OPERATE FIRST FULLY AUTOMATED RUSSIAN LOTTERY

 CARLSBAD, Calif., Aug. 11 /PRNewswire/ -- International Totalizator Systems Inc.(R) (NASDAQ: ITSI) has completed management and lease agreements with Zodiac On-Line (Zodiac), a Russian lottery company, to install and operate the first fully automated lottery system in the Russian Federation. With a population base of about 160 million people, the company's Russian lottery operation has the potential to become the largest in the world. When fully configured over the life of the agreement, the lottery could require ticketing terminals at over 50,000 selling locations throughout the Federation.
 Based in part on recent industry statistics and existing off-line lotteries and a number of regional instant games played in the Federation, the company believes that annual lottery ticket sales could potentially approach U.S. $1 billion.
 Zodiac currently operates a "6 of 49" lotto game with manual distribution through a network of agents throughout the Russian Federation. Zodiac has been assigned a 17-year license to operate lotto and other on-line games which had been issued to the Fund of Yashin (Fund), a charity that supports young promising athletes, retired athletes, victims of Chernobyl and orphans. An additional three-year license issued to the Fund to operate an instant "scratch-off" lottery has also been assigned to Zodiac which ITS will manage and operate under the terms of this agreement.
 ITS intends initially to upgrade the current Zodiac operation after which a network of the company's new patented Flipper terminals would be installed. The upgraded operation is scheduled to commence by the end of 1993 in Moscow and St. Petersburg and the new on-line system is scheduled to start in the spring of 1994.
 Under the terms of the lease agreement, ITS will provide the central computer system(s), ticketing terminals, software, training, project management and installation for the fully computerized lottery system. Under the terms of the management agreement, ITS Service Corp. IV, a wholly owned Russian subsidiary of ITS, will provide the management personnel and staffing to operate all aspects of the lottery including finance, marketing, advertising, training and maintenance.
 The company will be compensated through a percentage of the total lottery sales for both the lease of equipment and the management of the operation. The prize money to the players will be equal to 50 percent of the gross sales and the fund and possibly other charities will be the major beneficiary of the lottery proceeds.
 International Totalizator Systems Inc.(R) provides customized ticketing, transaction processing and data management solutions for computerized pari-mutuel wagering, on-line lotteries and automated travel ticket printing.
