INTERNATIONAL TOTALIZATOR SYSTEMS ANNOUNCES MEMORANDUM OF UNDERSTANDING FOR
 COMMONWEALTH OF INDEPENDENT STATES LOTTERY SYSTEM
 CARLSBAD, Calif., Sept. 30 /PRNewswire/ -- James T. Walters, president of International Totalizator Systems Inc. (NASDAQ: ITSI), and Harvey Weinstein, president of USI International Inc. ("USI") jointly announced today that their two companies had entered into a memorandum of understanding with regard to installing and operating a computerized on-line lottery system in the Commonwealth of Independent States. USI announced approximately a week ago that it had obtained appropriate licenses for 20 years to install the systems comprised of up to 99,000 terminals in the CIS and now intends to utilize ITS for purposes of supplying the systems and terminals. It is their intention to install the system initially in the state of Russia and then expand it to the additional states of the commonwealth.
 Walters and Weinstein indicated that it was their intention to install the initial system so that it could be operational during the third quarter of 1993.
 International Totalizator Systems Inc. provides customized ticketing, transaction processing and data management solutions for computerized pari-mutuel wagering, on-line lotteries and automated travel ticket printing.
