INTERLINK ESTABLISHES REGISTRATION PROGRAM FOR NON-MEMBERS

 SAN FRANCISCO, March 8 /PRNewswire/ -- Interlink Network announced today that it has established a registration program for third-party organizations which provide Interlink services to members of the network. Effective March 1, 1993, the program is designed to ensure greater awareness of and compliance with the operating rules and security requirements established to protect the Interlink Network and its members and customers.
 "As the Interlink Network continues to expand nationwide, we believe it is important to put in place a framework to monitor the various activities provided to Interlink members by independent organizations," said Wesley C. Tallman, president and chief executive officer of Interlink Network. "By creating these guidelines and controls, we are taking an important step toward establishing a set of industry standards for the involvement of third-party service providers in the on-line debit arena. Moreover, the Interlink program builds upon the experience and success of the Visa ISO registration program, which has helped to set similar standards for the involvement of third-party providers in the credit card industry."
 Under the program, Interlink members will be required to register third-party organizations with which they have contracted to provide Interlink services. Non-member service providers requiring registration in the Interlink Network include independent sales organizations (ISOs) and independent contractors (ICs), encryption and service organizations (ESOs) and processors as well as any other organization that meets the requirements for registration outlined in the "Interlink Non-Member Registration Program."
 As part of the program, Interlink will conduct periodic field audits and other on-site monitoring activities to review the security procedures associated with those services provided to network members. Interlink members also will be responsible for submitting quarterly reports on the activities and services provided to them by non-members.
 According to Interlink, all third-party providers of Interlink services will be registered in the network as of June 1, 1993. Also, under the program, registration and annual fees will be assessed to Interlink members utilizing third-party services.
 As the largest direct-debit, point-of-sale (POS) network in the world, Interlink processes more than half of all direct-debit POS transactions conducted in the U.S. Interlink, which averages 325,000 daily transactions, posted a growth rate of more than 25 percent in 1992.
 Interlink Network is a subsidiary of Visa U.S.A. Following its acquisition of Interlink Network in the fall of 1991, Visa expanded the program, which had been operational in five Western states, nationwide.
