INS: REPLACEMENT OF OLD STYLE 'GREEN CARDS' NOW VOLUNTARY

 PHILADELPHIA, March 2 /PRNewswire/ -- J. Scott Blackman, district director of the Immigration and Naturalization Service (INS) in Philadelphia, said today that holders of old style alien registration receipt cards -- commonly known as "green cards" -- will not have to replace them by Aug. 2, 1993, as had been previously announced.
 Affected are lawful permanent residents who still carry older cards such as Form I-151, AR-3 or AR-103 -- usually issued prior to 1977. Those cards will remain valid for all purposes after Aug. 2.
 Replacement of the old cards is now strictly voluntary until INS has the opportunity to solicit and review comments from the public concerning the replacement program. After evaluation, INS will issue further instructions.
 Blackman said: "Although replacement of older cards is now strictly voluntary, there are, nonetheless, many reasons why individuals may want to obtain and use the current form of Alien Registration Receipt Card. Applications for replacements will still be accepted at our Callowhill Street office." Persons wishing to replace their cards must file INS form 1-90 and a fee of $70. Applicants will be permitted to retain their old style cards while awaiting new ones.
