INDEPENDENT MARKET TEST CONCLUDES FOR SAN DIEGO GAS & ELECTRIC RESOURCE ALTERNATIVES

 SAN DIEGO, Nov. 18 /PRNewswire/ -- San Diego Gas & Electric's proposed South Bay Unit 3 repower has emerged the lowest cost resource in an all-source competitive market test for meeting SDG&E's future electric needs, the company announced today.
 The market test attracted 15 responses to a December 1992 request for proposal to determine if there were better alternatives to the 500-megawatt repower project.
 The proposals, submitted on March 1, 1993, were evaluated by an independent consultant, RCG/Hagler, Bailly Inc. The consultant conducted both an economic analysis and a risk assessment of the proposals. Based on the proposals submitted in March, the consultant found that "No projects are as competitive as the repower performance- based option with firm intrastate gas transportation."
 SDG&E filed its Application for Certification with the California Energy Commission (CEC) in March 1993 with a decision expected by August 1994. An application for a Certificate of Public Convenience and Necessity was filed with the California Public Utilities Commission in July 1993 with approval expected shortly after the CEC decision. The repowered unit, located in Chula Vista, Calif., is scheduled to be in commercial operation by April 1997.
 Over the next year, SDG&E will continue to evaluate with the CEC and the CPUC alternative resource opportunities and the utility's resource requirements in the changing regulatory and economic environments.
