INDEPENDENCE BLUE CROSS NAMES ALLEN F. WISE AS CHIEF OPERATING OFFICER
 PHILADELPHIA, Dec. 23 /PRNewswire/ -- Independence Blue Cross, the southeastern Pennsylvania region's largest health insurer, today announced the appointment of Allen F. Wise as chief operating officer.
 Wise, who presently serves as president of Keystone Health Plan East, will continue to fulfill his responsibilities with Keystone. Keystone Health Plan East is the recently formed health maintenance organization jointly owned by Independence Blue Cross and Pennsylvania Blue Shield.
 Wise's appointment as COO of Independence Blue Cross (IBC) was ratified by the company's board of directors at its Dec. 18 meeting. Wise will also join the board of IBC. Both appointments are effective Jan. 1, 1992.
 The appointment of Wise was announced by G. Fred DiBona Jr., IBC's president and chief executive officer. In making the announcement, DiBona said, "I will say now the same thing I said when Allen Wise first joined us as president of Keystone. The breadth of his experience in the health insurance industry makes him an ideal selection. We are delighted that he has accepted this challenging additional responsibility. Since joining Keystone in 1991, he has successfully merged three separate health maintenance organizations into a single company which is growing, profitable and poised to compete for the top position in our market. He will bring great strengths and insights to this new endeavor. His appointment will enable us to achieve maximum coordination of the resources and services of both IBC and Keystone in meeting customer needs."
 Wise cited his appointment as "the next step in the evolution of Independence Blue Cross and its subsidiaries into a customer service driven organization, poised to meet the health insurance challenges of the 1990's with streamlined products and services and professional management designed to hold down costs. In the short pace of five months," he continued, "Keystone Health Plan East has added 20,000 new members and developed one of the most comprehensive provider networks available in the market. My designation as chief operating officer of IBC indicates our intention to utilize all of the resources and organizational capabilities of both entities in a unified strategy to deliver the best possible health insurance services to all of the people of the region."
 Wise has served for many years in a series of increasingly responsible positions in the health insurance industry, first as vice president and general manager of a major multi-line insurer and then as executive vice president and chief operating officer of a leading health maintenance organization. Immediately prior to joining Keystone, he served as president of Corporate Health Administrators, a major subsidiary of U.S. Healthcare. He joined Keystone Health Plan East in January of 1991. He succeeds Eugene Ott who resigned as chief operating officer of IBC effective Dec. 31, 1991.
 Independence Blue Cross is a $1.5 billion company with 2 million total subscribers in the five-county southeastern Pennsylvania region.
