IDB COMMUNICATIONS: IDB ISSUED FIRST INDEPENDENT OPERATING LICENSE BY KAZAKHSTAN PTT

 ROCKVILLE, Md., Dec. 31 /PRNewswire/ -- IDB Communications Group Inc. (NASDAQ: IDBX), a leading supplier of specialized telecommunications services, announced today that the company was issued a seven-year operating license for satellite transmission services by the Ministry of Communications of the Republic of Kazakhstan. IDB is the first foreign company to be issued such a license by the Kazakhstan PTT.
 The agreement between IDB and the PTT calls upon both parties to interconnect their operating facilities for the provision of international business services, such as private line leased channels for voice and data. The agreement is expected to aid further business development in the region by U.S. oil and energy companies and other industries.
 The issuance of the operating license dates back to the Oct. 3, 1992, signing in Alma Ata, Kazakhstan, of a General Agreement between IDB and the PTT on tariffs and distribution shares. The General Agreement was signed on behalf of the PTT by Aldar Tungushbaev, first deputy minister, and Bill Wisniewski, IDB vice president, Business Development.
 The Kazakhstan PTT operates community satellite earth stations which address the Indian Ocean region satellite Statsionar 5. IDB will retrofit these PTT earth stations in order to provide up-to-date digital services. The first stations to be retrofit will be in Atyrau, near the Caspian Sea and Alma Ata, the republic's capitol. In addition, IDB is authorized to provide customer premise earth stations for businesses not located near PTT community earth stations. The ministry appointed KazComTechnics (KCT), a national telecommunications engineering firm, to coordinate the technical work with IDB.
 IDB is currently constructing an 11-meter earth station outside London which will address Statsionar 5 and offer interconnection to to other worldwide destinations via fiber optic cable.
 Commenting on the issuance of the operating license, Wisniewski said, "The development of the oil fields in Kazakhstan is of both commercial and societal importance to the people and government of Kazakhstan. We are proud to be the first company to be issued a license for the provision of critical telecommunications services."
 IDB Communications Group Inc. operates a domestic and international communications network which provides its customers with radio and television transmission services, international private line telephone, facsimile and data connections, mobile satellite communications capabilities and international public switched long distance telephone services.
