IDA-WEST ENERGY: HERMISTON POWER PROJECT SELECTED AS ENERGY OPTION BY BPA

BOISE, Idaho, June 9 /PRNewswire/ -- The Hermiston Power Project, proposed by Ida-West Energy Co., Power Management Corp. (a subsidiary of the J.R. Simplot Co.) and TransCanada PipeLines Ltd. has been selected as an energy option by the Bonneville Power Administration (BPA) for its Resource Contingency Program, Ida-West Energy said today. If BPA exercises its option, the 230-megawatt natural gas turbine combined- cycle cogeneration project would be constructed near Hermiston, Ore. In addition to generating electricity, the planned project will provide process steam for the adjacent Simplot potato processing plant. The $200-million project would have a permanent staff of 18 and an annual payroll of approximately $500,000.
The Hermiston Power Project is one of three projects that BPA has chosen for its Resource Contingency Program. BPA is acquiring these resource options in order to reduce the time it will take to bring plants on line if they are needed. Resource options allow BPA to defer commitment and costs of a project. In this way, BPA reduces its risk of overbuilding. At the same time, this sort of contingency planning allows BPA to remain competitive and secure the lowest-cost resources for its customers.
"We are extremely pleased with BPA's selection of the Hermiston Power Project and are looking forward to the finalization of an Option Development Agreement," stated Kip Runyan, chief executive officer for Ida-West Energy Co. "The project has been designed to exceed the environmental and fuel efficiency goals of the Pacific Northwest Electric Planning and Conservation Act."
"Consultation with local community leaders began in 1992 along with environmental permitting of the project which should be complete by mid- 1995. Plant construction could start at that time," Ed Clark, manager of Thermal Projects for Ida-West, reported.
