House to implement 3-day lock-out starting July 19 for Duterte's SONA.

The House of Representatives will implement a three-day complete lock-out policy starting July 19 in preparation for the President Duterte's fourth State of the Nation Address (SONA) on July 22.

In an advisory issued to all House Members, officials and employees, it announced that personnel and non-employees of the Lower Chamber who have no official business inside the House shall not be allowed inside the House of Representatives (HRep) Complex from July 19 to July 21.

House Acting Secretary-General Dante Roberto Maling noted that the Pre-SONA reminders and security requirements were all included in the advisory.

The advisory was issued in connection with the opening of the First Regular Session of the 18th Congress and the Joint Session of Congress to hear the President Duterte's fourth SONA on July 22.

"From July 19 to 21, 2019, the House of Representatives will implement a complete "lock-out" policy wherein employees and non-employees of the House who have no official business inside the chamber shall not be allowed inside the Hrep Complex," the advisory said.

It requires the House Secretariat, Congressional staff and heads of offices to submit a list of those who will report for work on each lock-out day, to the Office of the Executive Director, Legislative Security Bureau (LSB).

Hrep Secretariat and Congressional staff whose names are included in the list will be allowed entry into the premises using their HRep IDs, according to the advisory.

Those non-House personnel such as accredited media personnel, caterers and contractors who will enter the HRep Complex on lock-out dates will be required to wear their company IDs with color-coded pre-SONA security lock-out stickers, it provides.

The advisory also mandates the Inter-Parliamentary and Public Affairs Department (IPAD) and the Engineering and Physical Facilities Department (EPFD) to submit the list of names of accredited media personnel, SONA caterers and contractors, respectively, who will be working on the lock-out dates, to the Office of the LSB Executive Director.

"All color-coded Pre-SONA security lock-out stickers shall be released only on lock-out dates at 7 am, or upon entry of the concerned non-House personnel at the North Gate of the House Complex," the advisory said.

It provides that the "No Pre-Sona Security Lock-out Stickers, No Entry" and "No Hrep ID, No Entry" policies shall be strictly enforced on July 19 to 21, 2019.

The Hrep Complex will be open only from 7 am of Friday, July 19, 2019 up to 5 pm of Sunday, July 21, 2019, it said.

The details on the issuance of color-coded Pre-SONA security lock-out stickers; issuance of SONA 2019 ID cards; issuance of car passes/parking restrictions; and other pre-SONA information and reminders were also included in the advisory.

A specially designed color-coded SONA 2019 ID shall be issued to all Senate and HRep Secretariat officials and employees, Congressional staff, Media personnel and contractors who will report for work on SONA Day, it said.

Under the advisory, the House members, officials and heads of offices are required to submit the list of personnel who will report for work on SONA day, to the Planning and Management Information Service (PMIS).

While, the Office of the Secretary-General; Office of the Sergeant-at-Arms; Engineering and Physical Facilities Department; Inter-Parliamentary Relations and Special Affairs Bureau; Press and Public Affairs Bureau; and Plenary Support Service shall be "in full force" on SONA Day, the advisory disclosed.

The LSB shall issue the SONA 2019 IDs through the Heads of Offices, or through a duly-designated representative, it said.

"Bank transactions and construction works shall be suspended from July 19 to 22, 2019," the advisory also states.

Color-coded SONA 2019 IDs will be given to personnel of other government and private entities holding office at the HRep Complex such as Land Bank of the Philippines, Philippine National Bank, Batasan Post Office, and caterers at the HRep Food Court, upon submission of duly-accomplished Information Sheets.

"Non-organic personnel who shall work on SONA Day such as stand-by MERALCO personnel, doctors and drivers of ambulance of accredited hospitals, shall be given access passes upon submission of duly-accomplished Information Sheets," it said.

The House advisory noted that the SONA 2019 IDs are non-transferrable and should be worn at all times while inside the House premises and shall be released by the Clearance Branch of the Internal Security Group of the LSB, starting July 17 to 19, 2019, based on a schedule that shall be posted outside the Office of the Clearance Branch.

There will be no processing or releasing of SONA 2019 IDs on SONA Day, it said.

The House advisory also provides that all motorcycles, taxicabs and Transport Network Vehicles Services (TNVS) shall not be allowed to enter and park inside the HRep premises from July 19 to 22, 2019.

All parking areas inside the HRep Complex shall be cleared of all vehicles starting 6 p.m. of July 21, 2019, Sunday, it said.

"Vehicles parked beyond the cut-off time will be towed and relocated at the PNP Station 6, Batasan Hills, Quezon City," it added.

The Committee on Invitations, Reception and Protocol is expected to issue the color-coded car passes to HRep Members, Senators, and their spouses. While, the LSB shall issue the color-coded car passes to HRep and Senate officials, Media OB vans/generator sets, bus for the Diplomatic Corps, emergency vehicles and HRep Shuttle buses/vehicles.

Drop-off car passes may also be issued upon request of Secretariat employees, Congressional staff, accredited Media personnel, food concessionaires, caterers and florists to unload passengers and equipment at any of the lobbies (without parking privileges), the advisory said.

"On SONA Day, all parking spaces within the HRep Complex shall be strictly for vehicles bearing color-coded car passes on a "First Come, First Serve" basis based on the SONA 2019 Parking Plan," it said.

The House, in its advisory, announced that the Secretariat employees and Congressional staff, who wish to bring their vehicles, are encouraged to avail of the parking spaces at the Civil Service Commission (CSC) and Batasan National High School on a "First Come, First Serve" basis.

"Shuttle bus services shall follow the regular schedule on SONA Day. Pick up points of all shuttle buses in the afternoon/evening will be at the North Wing lobby only," it said.
