House panel junks motion to allow Sereno's counsels to cross-examine witnesses.

MANILA, Philippines The House of Representatives Committee on Justice has voted 30-4 dismissing the appeal of Chief Justice Maria LourdesSerenoto allow her counsels to cross-examine witnesses in her impeachment proceeding. The justice panel led by Rep.

ReynaldoUmalirecognized that several position papers were filed in support ofSereno'smotion. On Wednesday, the House panel resumed deliberations on whetherSereno'simpeachment case has sufficient grounds to proceed trial.

House Majority Leader Rep. RodolfoFariaasobjected to the motion made bySereno'slawyers.

The congressman said he was surprised by the motion. He said: "We're not on trial here! I was wondering whySerenowants to cross-examine the complainant.

For all we know, we might dismiss this." Fariaasstressed, agitation apparent in his voice, that "preliminary hearinglangpoito.

Quezon City Rep. KitBelmontealso submitted a position paper.

Belmontewas given the floor to expound on his position paper, where he made an impassioned speech that the proceeding is a political one and "not simply administrative or criminal." "This is constitutional dutynaangtinginnatin, one of the highest positions of the land, head of co-equal bodies,angpinaghahandaanponatinparalitisin.

Dapatliberalnginterpretationnatinsarules,"Belmontesaid, adding that he implores the floor to interpret the Constitution with "liberality" in tacklingSereno'scase. Belmonte'sspeech was received with applause.

After the voting,Sereno'slawyers, led by AlexPoblador,asked the House panel if they could leave the hall.
