Berlin) have edited these case studies that illustrate the use of "health targets" as a method to improve the governance of health systems. Contributors review the technical, managerial and political obstacles in achieving these time-specific objectives in countries such as Spain, the United Kingdom, Belgium, France and the Russian Federation. The need for frameworks of mutual accountability, sanction mechanisms and infrastructure are also addressed.
