HYDRO-QUEBEC PLANS GLOBAL CANADIAN DOLLAR ISSUE

 MONTREAL, Jan. 5 /PRNewswire/ -- Hydro-Quebec announces its intention to arrange for a Global Public Offering of Canadian Dollar Debentures for an amount of C$1 billion and maturing in 2004. The debentures will be guaranteed by the Province of Quebec and will be registered with the U.S. Securities and Exchange Commission.
 The Global Bonds will be simultaneously distributed in Canada, the United States, Europe, and Asia by an international group of underwriters and selling group members. Merrill Lynch & Co. Inc. and ScotiaMcLeod Inc. will be joint book runners for the issue. The other co-leads of the transaction will be: Levesque Beaubien Geoffrion Inc., Wood Gundy Inc. and Yamaichi International (Europe) Limited.
