 HITCHCOCK, HENDRIKSEN NAMED TO SAN FRANCISCO POSITIONS
 WASHINGTON, June 16 /PRNewswire/ -- Joanne Yancey Hitchcock, deputy chief counsel for general law at the Office of Thrift Supervision (OTS), has been named regional counsel for the agency's West Region, based in San Francisco, OTS Chief Counsel Harris Weinstein announced today.
 Weinstein also announced the appointment of West Region senior attorney James Hendriksen to the newly created post of deputy to William K. Black, West Region senior deputy chief counsel for enforcement and litigation.
 Hitchcock joined the Federal Home Loan Bank Board, predecessor agency to OTS, in 1983 as a staff attorney specializing in assisted mergers and acquisitions of failed thrifts. She was named deputy director of the conservators and receivers division in 1988, and deputy chief counsel for general law in 1991. Hitchcock is a member of the Pennsylvania and U.S. Supreme Court bars.
 Hendriksen was a staff attorney in the U.S. Department of Justice Civil Rights Division from 1981 to 1984, then spent three years in private practice before joining the Bank Board's litigation division as a senior attorney in 1987. Hendriksen had important roles in defending against a number of significant legal challenges to OTS regulatory authority, including that of Franklin Savings Association, Ottawa, Kan., an $11 billion thrift seized in 1990. Franklin unsuccessfully sued OTS in an effort to rescind the takeover. He was named senior attorney in the West Region's enforcement and litigation division in 1991.
