HH Sheikh Mohammed launches Dubai Plan 2021.
HHCeSheikhCeMohammed bin Rashid Al Maktoum, the Vice President and Prime Minister of the UAECeand Ruler of Dubai, officially launched the Dubai Plan 2021 initiative on Wednesday night-- by sending a letter by drone.
The ceremony saw the launch of the framework for the next seven years, which includes six themes that "define and describe Dubai in the year 2021".
The plan lays out the future of Dubai through "holistic and complementary persA[degrees]pectives" that fall in to each of the six themes. Each theme highlights specific developA[degrees]mental aims for Dubai and its vision for 2021.
The first pillar of the plan is 'A City of Happy and Empowered People', which represents the city's dedication to developing educated, cultured and healthy UAE nationals and residents that are innovative and productive across a variety of fields.

The 'Inclusive and Cohesive Society' pillar highlights the need to encourage and develop a vibrant multicultural society.
The 'Preferred Place to Live, Work and Visit' sees it becoming an "unrivalled" worldwide destination for expats and tourists.
And the 'Smart and Sustainable City' pillar focuses on the environmental aspect of the city's development, while the 'Pivotal Hub in the Global Economy' forecasts a city with healthy economic growth -- and a place that is a leading worldwide business hub.

And finally, the 'Pioneering and Excellent Government' theme illustrates Dubai's hopes to maintain a government that meets the needs of society, manages its resources innovatively and is transparent and reliable.
