HEC, FAPUASA lock horns over promotions under TTS.
Islamabad -- Federation of All Pakistan Universities Academic Staff Associations (FAPUASA) has said that the appointment of faculty members serving under Tenured Track System (TTS) on administrative posts is a prerogative of the syndicates of public sector universities.
In a press statement issued on Thursday, the association said that HEC being merely a recommendatory body has no role in this matter.
The appointment of faculty members serving under Tenured Track System on administrative posts such as Vice Chancellor, Director Research, Dean of a Faculty and Head of Department was a prerogative of the syndicates of public sector universities, it said.
On other hand, Higher Education Commission (HEC) has directed all public sector universities to be watchful vis-AA -vis faculty members serving on tenure track and still occupying administrative posts.
In a recent clarification sent to Vice Chancellors (VCs)/ Rectors of public sector universities across the country, the HEC further directed the institutes not to count the period of such faculty members (serving on administrative posts) towards their tenure track service and further clarified such individuals are not eligible to draw Tenure Track System (TTS) salaries.
The HEC letter reads: If a faculty member assumes an administrative post in the university, such as Registrar, Director HR or Treasurer etc, then the period of which he/she remains on that post shall not be counted toward his/her TTS service on tenure or tenure-track and during that period he/she will not be eligible to draw TTS salary.
